The Street Improvement Program is a program that addresses the street system repairs only whereas the Capital Improvement Program addresses other utility improvements such as sewer, water, drainage as well as rebuilding the street.  The Street Maintenance Fee provides additional funding in the SIP to maintain more streets and preserve the life of them.

The CIP is a 5 year plan to address major infrastructure improvements to the system whereas the SIP is an annual program that typically involves various spot repairs, pavement overlays, and some concrete replacement.
